Context:
As part of improvement of release/publishing process the repository react-forms needs to be migrated to use NX build tool.

Acceptance criteria:
Release and publishing process is being made by CI workflow using NX.
Only dependent libraries gets updated.
New tag and release is made only on libraries that were updated
