Set up the perfscale environment to enable comparative testing of the current gateway implementation with the proposed one.

Phase 2 is focused on comparing the former 3scale gateway with the new Gateway API + CAPS based gateway. Set up

• an OpenShift route + 3scale
• a gwapi Gateway + HTTPRoute + CAPS
  both pointing to the same dummy service (provided by the perfscale team).

The gateways should be configured to make no external API calls (no entitlement fetching, no exports compliance check, etc.). The setup should be limited to JWT auth scheme support.
