Set up the perfscale environment to enable comparative testing of the current gateway implementation with the proposed one.

Phase 1 is limited to comparing the cluster ingress implementations, i.e. haproxy vs envoy. Set up

• an OpenShift route
• a gwapi Gateway + HTTPRoute
  both pointing to the same dummy service (provided by the perfscale team).
