Once we have in-pipeline E2E coverage for the ARA UI, the VA IQE plugin will be obsolete. Note: RHCLOUD-42588 needs to be done first.

1. Disable the scheduled Jenkins jobs for stage/prod
2. Archive the repository
3. Notify the #forum-consoledot-qe channel
4. Take care of any unknown follow-up tasks. For example, we may need to manually pull the VA out of the dependencies for IQE core. (Why do we put plugins in IQE core? Who knows, and I certainly don't want to know.)
