Similar to existing pipelines for the old client libraries https://github.com/project-kessel/inventory-client-java/blob/main/.github/workflows/sync-protos.yml. The new SDKs should have a pipeline setup to automatically run `buf generate` and open a PR to be manually approved if there are any proto updates.

Acceptance Criteria:

• Pipeline is manually runnable
• PRs opened require approval before merging
• Pipeline runs every few hours/days
