There has been a nagging issue in local WebRCA slack where we cannot pull users for the Incident Owner field on the incident_new modal. In short, this is caused by the default service testing account not having an email, which causes the block logic to error out completely. This was not an issue before because the Incident Owner field was not required - now that it is, we can't create incidents from Slack.
The update modal was failing for new incidents - there was no matching incident status description for status "New". See GetStatusDescription method.
