Add redirect to sandbox.redhat.com

      Sandbox has switched to new UI at sandbox.redhat.com. 
      Currently we are still using console.redhat.com/openshift/sandbox for redirecting to sandbox.redhat.com.

      We would like to have the redirect at the webserver config and decomnission the web app.
