The user that I originally created to replace the lost service accounts user was incorrectly made within the insights-qa org, but those tests don't restrict themselves on which service accounts they modify so this was causing issues for the rest of the tests and were temporarily skipped. Tweed created a set of new users in their own orgs and this card is to swap those users into vault and unskip the skipped service account tests
