Implement the "Outbound request error rate (per external service)" alert/metric for the following services:

• Inventory
• Inventory Consumer (KIC)
• Relations

This should only cover interactions to components that are external to Kessel, e.g. SSO, etc.

• RDS

It's possible this story covers just validating that downstream errors produce appropriate metrics against our SLOs
