Before we can start tracking with MTM, we need to activate it in stage. This requires super user privileges. We also need to create a container. This will give us a URL which the UI needs to exist first.

Edit: So the existing matomo is behind the VPN. This means we can't push any data to it from outside the VPN. The solution for now will be to standup another Matomo instance outside the VPN and use that. Later we need to migrate Inscope to use that Matomo instance as well. As long as Matomo doesn't need to pull from Inscope it should work fine since we can communicate OUT of the VPN fine (egress). Just not IN (ingress).
