As a web-rca user I want to my team gets notified in our team channel.

Feature req: Now notification is send just in the incident channel. It would be beneficial to use in Team Details: "Team annoncment channel ID" where user copy slack channel id so web-rca bot know where to send the slack notification. If "Team annoncment channel ID" is empty we will send it to incident channel.
