Set Serialization Isolation level for workspace creation

      Currently set isolation level was enabled only for workspace movement.

      There is another case when workspace will be create concurrently with workspace movement - it can excepted depth.

       

      we need to set isolation level for workspace creation.

      pg transaction is used here.

       

      Retry needs to be set to 3 as well as for movement operation. (edit: this will be covered by separate ticket/PR)
