Repro Steps

1. Login and open the chat assistant
2. Spam the Ask Red Hat button with clicks like a bored IT admin at a Fortune 500 company would on a Friday

Actual Results

This will result in a large queue of network requests building up in the console. They first show up as pending and very slowly resolve. Until all of the requests resolve, the UI is blocked from rendering the assistant.

Expected Results

The end user is effectively able to sabotage their own session with seemingly-harmless behavior. Ideally we should prevent the user from doing this so that the UI remains interactive.
