The okteto-dev.sh script is an addon to the insights deployer repo, which allows users to convert configured deployments into development deployments, enabling realtime syncing of local code to the cluster with hot reloads/restarts and remote debugging.

This task is to address two things (can potentially be split):

1. A common scenario is that users will already have services running on the ports that okteto is attempting to forward. When this is the case, the ssh tunnel setup step of the okteto startup will fail with a non-obvious ssh error message. We should provide a better error message to the user, so they know what they need to do.
2. We should check/ensure that it is not possible to run the okteto script on a non-ephemeral cluster. Occasionally we need to log into stage/prod for debugging purposes, it would obviously be very bad if we replaced a deployment there with a deployment running experimental development code!
