Some of the repositories hosted by Pulp need to be publicly available. We would like unauthenticated routes added to 3Scale.

the new route is /api/pypi/public-

this means we will have to onboard /api/pypi to 3scale in order to wire things properly
stage: http://pulp-api.pulp-stage.svc.cluster.local:8000
prod: http://pulp-api.pulp-prod.svc.cluster.local:8000

1. onboard these apps in stage and prod
2. configure the public routes in stage and prod
