      For existing system roles, migrate platform default roles to their parent roles.

      When bootstrapping a tenant:

      • If the tenant does not have a custom default group, bind the appropriate platform default role to the tenant's default group in each scope.
      • Bind the appropriate admin default role to the tenant's admin group in each scope.
