HorizontalPodAutoscaler not created for Clowder app in crcs02ue1

      When deploying the notifications-engine image to the stage cluster, it is supposed to enable autoscaling as configured in the ClowdApp. This doesn't seem to work, and gburges@redhat.com identified that while a KedaController was created, the HorizontalPodAutoscaler was not.
