We would like to prevent hcm-incidents-announce and hcm-sre-platform channels from being attached to any incidents created. To do this we can do:
Option 1: have a deny list in the backend

Option 2: have an allow list (for channels named with #itn...)

Option 3: Is there any channel level restriction we can do?
