The HBI does not have default workspace store on their side yet. To support the feature that customer can move hosts into any workspace including default workspace, we have to sync the default workspaces into HBI

But not the root workspace.

Have to confirm with HBI the name is not unique across all tenants.

• Maybe we can use existing outbox table, run a cji job to send events. But have to think of a way not blocking the other workspace events because there are a ton of workspaces.
• Maybe just create the default workspace when putting hosts into it like ungrouped-hosts workspace
