At the moment, the logic to generate new schema.zed files in rbac-config is mostly contained in github workflows. This doesn't translate nicely to local development workflows. 

With the schema tools "go install"-able, it would be straightforward to script the generation process directly into the rbac-config repository (ex: as make targets to install the tools and do the build), allowing for a familiar clone-code-build workflow.

Likewise, the github workflow could be simplified by leveraging the same make targets.
