Catchpoint alerts recently helped surface an issue that may affect users without page content cached locally. For some users, the login and dashboard loading process can take a while (26s!). During this time the user is presented with some blank content. It would provide a better user experience if we could provide a loading indicator until the page load is complete, then present the dashboard.

Update: Attached a screen recording that demonstrates an average case. Even in this situation there is a fair amount of blank content taking up screen real estate for a few seconds.
