      A user ran into an issue with notifications:
       
      2. We had a WebRCA team configured but we got no notifications anywhere

      1. Attempt to reproduce the user's issue.
      2. Test other notifications functionality that may not be covered in Thomas's use case.
      3. Evaluate our current test infra and make sure we have proper coverage, if not lets create tasks to fix this.
