Split summairizer into 2 repos:

The library/API service, now known as "wordmill": https://github.com/RedHatInsights/wordmill 
The summarizer script: https://github.com/RedHatInsights/web-rca-incident-summarizer 

Summarizer script repo needs to be konflux'd so we can build a container image and deploy it via app-interface.
