One of the packages that depends on redux. We are migrating away from redux. We want to reduce the number of dependencies as much as possible. The notifications package should use just standard react API insetad of third party packages to manage its state.

What has to be done

• remove redux from the FEC notifications package
• update FEC docs
• Release major version of notifications package
• Update starter app with the new notifications package
