      As a web-rca user I want to be notified when handover suppose to happen and our check-ins are not fully done yet.

      Requirements:

      • Developer needs "Pro" plan slack workspace

      Definition of done:

      • Send notification to incident channel when handover is happening (probably 3 times a day)
      • When Check-ins are done or Incident is not in state 'new' or 'ongoing' the notification is off.
