Currently, when there are changes to the inventory resources JSON schema files, the Inventory service must update its tarball in the ephemeral deployment.

In [this PR|
https://github.com/project-kessel/inventory-api/pull/415], the update is done by embedding binary data directly. This approach isn't ideal, because it requires uploading new binary data to the ephemeral deployment every time the schema changes.
