We need frontends to be able to deploy to ephemeral and run tests during PR checks. This should be possible, we do ephemeral deploys in PR checks today, but mmarosi123 et al couldn't figure how to do it.

This wouldn't be for doing IQE tests, this would be to kick off Cyprus tests, etc.
