In RHCLOUD-35681 we disallowed users from changing document permissions.

It was bug in googleapi, lately we updated our packages and it looks like our workaround code broke creation of debriefs and retrospectives because "anyone" is not permission Id.

Definition of done:
Update retrospective and debrief creation functions so it's working again.
