Description

This ticket is clone of RHCLOUD-36070 which implements this in workspaces. We have to do something similar in RBAC UI as well.

• Toggle should be added to Users table to allow org admin to activate/deactivate user.
• Activate/Deactivate users button should be added to the table toolbar to allow for multi activate/deactivate action.
• When the button is clicked, a modal should pop up to confirm whether you want to activate/deactivate users.
• Should be hidden behind feature flag.
• Only org admins can activate/deactivate users

Technical details

Since fedramp already did some heavy lifting for us we can re-use at least redux action[1]
