Summary and goal

Summary: let the users know that even though they have an email subscription to a certain event type, their org admin still has to enable that notification by creating an email integration associated to the corresponding event type.

• Don't let them subscribe to something they're not allowed to subscribe to, and let them notify their org admin to set up the required stuff so that they can start receiving those notifications. Split? mbarcina@redhat.com

Goals:

• Inform the user that even though they subscribed to an event, they still will not receive anything until the org admin configures an email integration for that event type.

Acceptance Criteria 

1.  A tooltip or message box in the UI indicating that subscribing to a particular event type from an application has no effect because the organization administrator did not create the email integration for it.
