Discovered when testing our PF6 build locally (see https://github.com/RedHatInsights/insights-chrome/pull/2990) - insights-chrome throws 403's for fed-modules when targeting stage. These 403's seem to come from the squid proxy (preprod access denied errors when requesting the fed-modules url directly in the browser).
