In order to deploy or configure our service in App Interface, the Kessel team and app has to be onboarded into FedRAMP App Interface. Some of the work was started but does not match our current structure in commercial with a unified Kessel setup. This card tracks the work to get the base level files setup for configuring and deploying in FedRAMP

Done Criteria

• Ensure the Kessel App is defined in App Interface
• Onboard the Kessel team and members, creating any required roles and permissions
• Ensure all self-serviceable changes are configured so that all PR's only require Kessel members when AppSRE is not required
• Ensure Kessel team has access to the Insights clusters
• Possible Optional: ensure all Kessel members are onboarded into HCC and have HCC access
