      Problem: We have implemented the database and api changes necessary to store user/team notification subscription preferences, list such preferences, and list sent notifications in https://issues.redhat.com/browse/OSDEV-1645. We need to actually send notifications based upon these stored notification subscriptions.

      Acceptance Criteria: Users and teams can receive email notifications on subscribed events.
