Background: Event tags were researched for https://issues.redhat.com/browse/OSDEV-1609. Feedback from AppSRE is that it would be useful to reconstruct the full incident timeline. We have the ability to specify when an incident occurred at, but are lacking the ability to mark them with the additional context.

Acceptance Criteria: A set of tags

{"Outage / Problem Begins", "Incident Declared" (could be done by WebRCA createdAt timestamp, "Incident Mitigated", "Incident Resolved" (could be done by WebRCA resolvedAt timestamp}

Additional Information: Research references incident tags and a primary corrective action tag for events, these to be done in follow up MRs.
