Problem: qontract-reconcile-status-board-exporter currently syncs products and applications, but not services. This leads to situations where applications cannot be deleted if they have service(s), because they are not owned by the SA that the qontract-reconcile script uses.

Acceptance Criteria: qontract-reconcile-status-board-exporter also manages services.
