WebRCA: AI/ML generated incident summaries exposed in Web RCA UI

      • Extend the web rca backend to be able to send incident details with a custom prompt to an LLM for summarization
      • persist summaries in cache so we can avoid regenerating them for subsequent visits
      • extend the webrca UI with a new generated summary page
