Problem: We have made a jinja templated dashboard in https://issues.redhat.com/browse/OSDEV-1411 but saas-file-2.yml resourceTemplates do not support jinja templated files.

Acceptance Criteria: Find a way to deploy the templated dashboard.

Additional Information: It is possible to deploy via shared-resource files such as https://gitlab.cee.redhat.com/service/app-interface/-/blob/master/data/services/observability/shared-resources/grafana-dashboards.yml?ref_type=heads. But it is unknown if it is ideal to deploy in the same manner.
