While working on incident https://web-rca.devshift.net/incident/ITN-2024-00241 we wanted to start working on a RCA doc while working on the incident, as it was quite complex and waiting for it to resolve to start would lose a lot of context.

As it's not possible to add a new RCA document to an ongoing incident, we had to:

1. Resolve the incident.
2. Add the RCA doc.
3. Reopen the incident.
4. Keep a link to the doc, as it got unlinked.

As an SRE engineer I would like to be able to work on the RCA doc without having to resolve the incident first, but alongside it.

Optimally - working on the doc would not prevent it from syncing new events into the document.
