The current pagination implementation for payload-tracker does not work currently because there is too much data in the database.  We need to find a more salable approach to pagination (or reduce the amount of data in the database).

I broke pagination (returning count = 0) in order to keep the payload-tracker database from hangling/deadlocking.  See https://github.com/RedHatInsights/payload-tracker-go/pull/228
