When a user without a view role attempts to access a private incident in WebRCA, the message returned states "Incident `id` was not found" rather than noting that the incident was found but is private or that the user does not have access.

Assuming we're comfortable with letting a user without access/permissions know that a given incident exists, we should update this messaging to show that the incident does exist, but that the user does not have access. Potentially even providing a point of contact to request said access.
