[payload-tracker] increase size of db instance

      The payload-tracker database is overwhelmed in prod.  This appears to be causing queries to hang indefinitely and causing the nightly cronjob to fail.  This failure of the cronjob leads to a situation where the data will fail to be inserted.

      Increase the size of the db instance to db.m6g.2xlarge
