Issue:

Changed 'Custom alert' time to 04:00 UTC . Also, the change was applied and seeing the message: "Any daily digest emails you've opted into will be sent at 04:00 UTC".

However, after refresh, it is changed back to the default time of 00:00 UTC.

Reproducer:

• Goto User preferences - Notifications
• Set custom time to 04:00 utc
• Reload the page
• See that it s back to default and on 0:00 UTC
