The placement of the switcher is not yet decided, implement the component whenever, but do not expose it yet. Should be hidden behind some local storage debugging flag, not even a feature flag.

Follow the linked mocks, and expose the new component (the entire dropdown) as a federated module. It is likely other applications will want to use it. We can expose both the entire dropdown, but also just the menu, in case the trigger for the menu should be configurable.

The data should not be loaded within the component! It should be a simple prop and whoever is using the component will define the input structure.
