We forgot to set SA_NAME in prod

The V2TenantBootstrapService update_user can handle the duplicate

We can first use the prod cert to visit queue://Consumer.hcc-rbac.users-subscription.VirtualTopic.canonical.user, which would create the queue, start receiving messages.

Then we merge the PR https://gitlab.cee.redhat.com/service/app-interface/-/merge_requests/123875 to start consuming the queue

This way we won't loose any events and we can handle duplicate well

Then ping David Lanouette to delete the old queue: queue://Consumer.nonprod-hcc-rbac.users-subscription.VirtualTopic.canonical.user (caution, in prod only!!!!, we still using the queue in stage)
