We currently use `latest` for wherever we use caddy-ubi, and that makes it difficult to plan for changes to the image (to control when the new changes should be released)

We're working on changing how we build the Caddy UBI image in "Jira issue here"  and we need to do this change carefully, so this is a pre-requisite task.
