We added the ability to track widget addition, removal, and general movement triggered on a particular widget - but we should also look at somehow tracking the widget ordering itself (what appears at the top versus the bottom) to indicate if we need to tweak our default layouts.
There are a few ways to go about this. We already have all the widget layout/locations stored in the chrome-service backend (soon to move to its own service).
