Playbook-Dispatcher returns a 404 http status code in the case where cloud-connector  thinks the rhc instance is disconnected.  It might be helpful to include an message field in that response an provide an error message ("Host disconnected", etc)

We would need to modify the api spec to add the message field and modify function:
