While a service is migrating to Kessel, there is a temporary period while they are migrating APIs and UX that are not workspace-aware to APIs and a UX that are. During this time, resources should be added to a "default" workspace for an organization. This is because resources are necessarily associated with workspaces, and not directly with organizations as described in the original value proposition.
