Create a route for relations API in stage

IQE tests cannot be run in-cluster in app-sre stage for now and we need means to test the stage deployment on a regular basis. We will go with the "route" option for now.

Acceptance Criteria:

• Create a route for relations service alone - that can be accessed outside the cluster
• Secure the route as much as possible - only RH people can have access (minimum)
• Refer other insights services such as RBAC and others , on how they create a route in Stage
