Remove Reader role command from Cost Management Azure wizard

      Cost Management no longer requires a user to give the `Reader` role and that step should be removed from the wizard.

       

      If a user selects the "Include RHEL Usage" checkbox on Step 4 (Specify cost export scope), once they arrive at Step 8 (Roles) there is an additional command at the bottom to include the Reader role. That additional command should be removed from the wizard (screenshot attached).

       

      The Storage Account Contributer and Cost Management Reader roles are still required and should not be removed.
